The Tocumen International Airport has the largest air connectivity network in Latin America that exceeds 84 international destinations, representing a strategic meeting point and a mandatory route in the region; making it a strong interaction link between continents and the rest of the world. Currently, 27 commercial airlines operate and mobilize 15.6 million passengers a year, boosting tourism and economic growth in the region.

The sustained growth of passengers and operations in recent years has led the airport to create a development strategy for the next 20 years. In order to expand capacity and improve infrastructure and services, the new Terminal 2 is being built, which seeks to face the challenge of the new national and international passenger movement cycles and growth expectations of the airline industry in Panama.
CARGO FLIGHTS

With more than 15 cargo airlines and 15 commercial airlines "belly load", it mobilizes around 150,000 tons per year. The Tocumen International Airport, through the modernization of the current Cargo Terminal and the development of the New Logistics Zone, enhances access to new markets by favoring commercial exchange in the region.

Converting air cargo into a strategic business in terms of profitability and strengthening the airport's competitive position represents a major step forward for the logistics sector, boosting the competitiveness of the country and the region.

The Tocumen Airport moves 100% of the air cargo of the country and the evolution of the traffic of this cargo is directly linked to the development of the network of intercontinental services, commercial airlines and major cargo airlines such as DHL, a global leader in the logistics sector whose Regional base is established in this Airport.

Cargo Terminal:
This area dedicated to aeronautical operations is essential to the activities related to the business of air cargo. It contemplates the modernization of the current platform, as well as the increase in the capacity of parking, security and lighting focused on providing the best and most reliable area for the development of logistics operations.



Logistic Zone:
First Free Zone Airport of the region, covered under the Free Zone regime (Law 32 of 2011) which allows to offer its users tax, migratory and labor benefits. It will have a total area of ~35 hectares and ~18 hectares in its first phase. It will facilitate the activities of added value, strengthening the competitiveness of the logistics companies.

Chapter III of Executive Decree 62 that regulates the Law of Free Zones (Law 32 of 2011):

"All activity, operation, transaction, processing and transfer of real and personal property, purchase of equipment and construction materials, raw materials, machinery, tools, accessories, supplies and all good or service required for their operations, carried out by companies established within of the free zones, will be exempt from all direct and indirect taxes, contributions, fees, duties and national taxes. They will also be exempt from the operating license tax.

The finished products for re-export without any processing that implies a local added value is not allowed within the Free Trade Zones".

The Tocumen International Airport is the main and largest in the country; It has the most advanced infrastructure in Latin America and the Caribbean. It is key to Panama's air connectivity, which reaffirms its competitiveness, boosting tourism and direct foreign investment.

As a complement to the country logistics strategy, the integral proposal of the airport focuses on accompanying the growth of air cargo along with the creation of a Logistics Zone to take advantage of and add value to the cargo that transits through it.

The new multimodal infrastructure represents a comparative advantage with respect to other logistics areas in the region, being the only one in Latin America within the airport premises.

3. Choose one of the approved investment schemes (scheme 2 aprooved for the first phase).
4. Be a legal entity (local or foreign).
5. Perform the activities allowed in the Regulation of Access to the Logistics Zone.
6. Present business proposal.
7. Present the documents indicated in Article 8 of the Regulation of Access to the Logistics Zone.
Required documents

1. Copy of the social pact and its reforms.
2. Copy of the personal identity card or passport of the directors, dignitaries, legal representative and attorneys of the legal entity that submits the application
3. Declaration of the final beneficiary of the company.
4. File of the applicant that will include a profile of the company, its background, capabilities and main clients, current address and contact information.
5. Two (2) commercial or professional references.
6. Two (2) bank references.
7. Biography of key personnel and management team of the company.
8. Financial statements of the last two (2) years of operations: balance sheet and income statement. They must be certified by an authorized public accountant. In the case of foreign legal entities, the financial statements must be certified by internationally auditing firms.
9. Statement signed by the legal representative of the company that must contain a detailed description of all the activities that the applicant proposes to carry out, an estimate of the initial and future investment projected for a logistic or industrial development within the Free Zone, the list of the equipment or systems needed for its operations and an estimate in square meters of the area or infrastructure that needs to be used.
10. Payment as registration fee, by certified check, management check or by deposit in the Banco Nacional de Panamá. The amount corresponding to this payment will not be refundable to the applicant in case his request for eligibility is rejected.
11. Other documents and additional requirements determined by the Promoter.

If the applicant is a legal entity established abroad, he must present the equivalent documents duly authenticated and authenticated by apostille or by consular authentication duly endorsed by the Ministry of Foreign Affairs of the Republic of Panama, as well as translated into Spanish if they were originally issued in a different language.

Foreign legal entities must register with the Public Registry of Panama to legitimize their legal status, before the final award and signing of a concession contract with the Free Trade Zone Operator, in accordance with the provisions of article 90 of the Law 32 of February 26, 1927, "On Corporations".
Participation process

1. The participating company must express interest by delivering documentation package for eligibility and business proposal on the date defined by Aeropuerto Internacional de Tocumen,S.A.
2. The participating company must submit a documentation package for eligibility and business proposal on the date defined by Aeropuerto Internacional de Tocumen,S.A.
3. The promoter (Aeropuerto Internacional de Tocumen,S.A.) will publish on the website the extract of companies that have met the eligibility requirements.
4. Once the companies have been chosen, the developer (Aeropuerto Internacional de Tocumen,S.A.) will assign the land according to availability.
5. The concessionaire must submit to the Free Trade Zone Commission of the Ministry of Commerce and Industries (MICI) application for license approval as a company established in the Free Trade Zone.
6. The concessionaire and the developer (Aeropuerto Internacional de Tocumen,S.A.) will sign a contract once the license is approved under the category of company established in the Free Trade Zone.
7. The permission to start construction is granted. *

* The Company must initiate the projected investment within the term of one (1) year, counted from the moment of its Registration as a Company established in the Logistics Zone, as well as notify the Operator of the area the effective start of operations within a term that does not exceed two (2) years.

Deconsolidation, labeling, marking, stamping, tanning and dressing of leather are some of the added values applicable to these market niches. Following the growing transformation of the fashion industry in recent years and the establishment of luxury brands, it is necessary to have regional distribution centers that facilitate commercial exchange.

Packing, distribution and labeling of product specifications, are some of the services to offer a wide variety of makeup products, hair, manicure and personal hygiene, creams, lotions, powders and essential oils, among others.
